Connecticut provides conditional anonymity for lottery winners. Under Public Act 25-112 (effective October 1, 2025), the CT Lottery does not publish winners' names, photos, stories, or promotional materials without written consent, and must remove such content within five days if consent is withdrawn. Winner information may still be obtainable through Freedom of Information Act (FOIA) requests unless protected by applicable exemptions, a court order, or the Address Confidentiality Program. Claiming through a trust or LLC is allowed and can enhance privacy (entity name becomes the public claimant, while personal identity is not directly disclosed by the Lottery). Full anonymity is not guaranteed due to state transparency laws, but opting out of publicity and entity claims significantly reduce exposure.
